Participation in Stampmania 2009 is open to all exhibitors, whether they are members of any philatelic organizations or not.

An exhibitor can submit more than one entry but not more than one in any sub-group subject to maximum 3 entries in total. Where an exhibitor submits multiple entries, the preference order for acceptance should be indicated. In case of Youth Class also same rule applies.

The exhibitor must be the bonafide owner of the exhibit. Signing of the entry form is deemed to be an implied declaration of the exhibitor to this effect.

Exhibits shall not be entered in joint names.

Each entry must be made in the correct class. If considered necessary, the Committee or Jury may transfer an entry to another class.

The ‘One frame’ exhibit must have an introduction page which lays out the intention and scope of the exhibit. This page may also contain exhibition material.

All exhibits must be mounted on white sheets (16 Standard size album pages of 22 cm. x 29 cm. or 12 Album Pages of 29 cm x 29 cm.) and enclosed in firm transparent protective covers. An exhibit mounted on black or dark coloured pages will not be accepted.

Sheets for each exhibit must carry the name and address of the exhibitor on the back of each sheet and numbered consecutively in the order they should be mounted.

No exhibits will be accepted unless the prescribed entry fees have been paid with the entry form.

The Exhibition Organizing Committee will endeavour to accept all, but depending on space and frame availability, reserves the right to limit the number of entries, which are accepted for this Exhibition.

The Committee also reserves the right to reject any entry without assigning any reason for such decision

Where an exhibit is rejected at the discretion of the allotment committee, the fees will be refunded.

The exhibitor shall provide a description for the catalogue and display comprising not less than 20 and not more than 50 words about the exhibit.

The Committee reserves the right to alter any description for the catalogue. Non-competitive entries will only be by invitation of the Committee.

Youth entries in will be judged in three age groups: up to 15 years, 16-18 years and 19-21 years of age. The age of youth exhibitors is that attained at 1st October 2009.

The decision of the organizing committee on all questions that may arise concerning the exhibition shall be final and binding to all exhibitors.

By signing of the application form, the exhibitor is bound by the Special Regulations for the Stampmania 2009 National One Frame Philatelic Exhibition.

The Committee will take reasonable care of the exhibits with which it has been entrusted. However, it declines all responsibility in case of loss, theft or damage during conveyance to/from the Exhibition or at the Exhibition. Exhibitors are advised to arrange adequate insurance themselves.

Each exhibitor will be required to pay the fees for each frame as follows:
(a) Group 2 Competitive Class: Rs. 300/- per frame.
(b) Group 3 Youth Class: Rs. 100/- per frame.

Entry fees must accompany with the entry form. Entry fees may be remitted by Cash/AT PAR Cheques or Bank Draft in favour of “BARODA PHILATELIC SOCIETY”. Out Station Cheques are not accepted. Applicant can deposit the amount of Entry fees in any branch of BANK OF BARODA, A/c No. 01900100006809 (Branch Name: Khanderao Market, Vadodara {IFSC Code: BARB0KHANDE}, {MICR Code: 390012007}) in name of “BARODA PHILATELIC SOCIETY”. The members of the Jury will be eminent philatelists and shall be approved by the Organizing Committee. The decisions of the Jury are final and cannot be contested. Jury members cannot compete in the competitive classes.

The judging will be carried out in accordance with the appropriate Rules and Regulations for the Evaluation of One Frame Competitive Exhibits and the Special Regulations for Stampmania 2009. A judges' critique of exhibits will be held and competitive exhibits will be reviewed for interested participants including, when possible and time permitting, a brief 'in front of the frames' discussion. A mark sheet and critique will be sent to each participant after the exhibition.

After closing date of the receipt of entry form, the exhibitor will receive notification of frame allotment on or before 01.10.2009 and an envelope for each frame of exhibit sheets.

The Exhibits should reach to the Committee not earlier than 01.12.2009, but not later than 08.12.2009. Exhibits submitted after this date will not be accepted and no refund of entry fee will be granted. Exhibits will not be accepted by Hand Delivery at Venue.

Each sheet should be placed in a lightweight transparent envelope (sheet protector). Sheets received without protectors will not be accepted. Certificates of expertisation (where applicable) shall be sent inside the frame envelope.

Photocopy of the Exhibit and a one page synopsis of the exhibit must accompany the exhibit.

Upon receiving the exhibit, the Organizing Committee will issue a receipt, which must be produced after the Exhibition, to obtain the exhibit. All exhibits will be mounted and removed from the frames in accordance with instructions given by the Bin Room In-Charge. Personal mounting and removal can only be done with the permission of the Bin Room In-Charge and according to his directions. No exhibit will be released after the exhibition until checked by the Organizing Committee.

Besides the philatelic display, the organizing committee will organize Seminars, Philatelic Quiz, Letter Writing Competition, Debate Competition, and Philatelic Workshop for etc.

Special Covers with Special Cancellations will be issued on each day on different topics. Specially designed booklets and other philatelic material will also be issued during the exhibition. All philatelic material issued during the exhibition will be on sale during the exhibition days and mail orders for the same may also be sent to Exhibition Secretariat.

A colourful Souvenir will be brought out to mark the event. It will contain articles on various facets of Philately, from experts and research Scholars in the field. It will be an ideal medium for advertisement. Advertisement will be accepted from Philatelists, Friends, Dealer, Participants and other business houses.
